Amends the Pennsylvania Human Relations Act to add "source of income" as a protected class in housing discrimination, defining it to include earned income, child support, alimony, insurance proceeds, pension proceeds, and all forms of federal, state, and local public assistance including housing vouchers.

Prohibits landlords, property sellers, and lenders from refusing to sell, lease, or finance housing or commercial property based on a person's source of income.

Bars discrimination in the terms and conditions of housing sales, leases, or loans based on source of income, and prohibits advertising that indicates preferences or limitations based on income source.

Extends anti-blockbusting protections to prevent real estate solicitation or discouragement tactics based on the income sources of neighborhood residents.

Takes effect 60 days after enactment.
