Insurers issuing at least 1,000 motor vehicle liability insurance contracts in Pennsylvania must participate in the verification system and maintain the ability to confirm coverage for at least 24 months prior to any verification request

Allows proof of financial responsibility to be demonstrated through the online verification system, eliminating the requirement to carry a physical or electronic insurance card if coverage is confirmed digitally

Police officers viewing electronic proof of insurance on a personal device may only view content reasonably necessary to verify coverage, with the device owner assuming liability for any damage while the device is in police possession

Requires the department to submit a report to the General Assembly within two years assessing implementation costs, system effectiveness in reducing uninsured vehicles, and other relevant information
