Appropriates $31,560,000 to the University of Pennsylvania for veterinary activities for fiscal year July 1, 2026 to June 30, 2027

Appropriates $1,793,000 to the University of Pennsylvania for the Center for Infectious Diseases for the same fiscal year

Payments are made quarterly by the Secretary of Agriculture and conditioned on the university maintaining at least four non-elected legislative appointees with full voting rights on its Board of Trustees

University must report revenues and expenditures following generally accepted accounting principles and provide information as required by the Department of Agriculture and Appropriations Committee chairs

Trustees must report by September 30, 2027 on how state funds were used to reduce costs for Pennsylvania resident students or provide services to Pennsylvania residents
