Establishes Pennsylvania's capital budget for fiscal year 2026-2027 with a total maximum debt authorization of $1,645,000,000

Authorizes $1,200,000,000 for public improvement projects including buildings and structures, funded through the General Fund or applicable Special Funds

Allocates $325,000,000 for redevelopment assistance projects and $100,000,000 for transportation assistance projects, both from the General Fund

Provides $20,000,000 for furniture and equipment purchases; no funding allocated for flood control projects

Takes effect immediately upon enactment and remains in force until the 2027-2028 capital budget is enacted
