Requires insurers to offer Medicare supplement policyholders an annual open enrollment period of at least 90 days, beginning on the individual's birthday, to switch to any Medicare supplement policy with the same benefits available in Pennsylvania

Prohibits insurers from denying coverage, conditioning policy effectiveness, or discriminating in pricing based on health status, claims history, or medical condition during the annual open enrollment period

Mandates insurers provide written notice 15-30 days before the open enrollment period begins, informing policyholders of enrollment dates, their rights, and any benefit modifications or premium adjustments

Abrogates provisions of 31 Pa. Code § 89.778 that conflict with the new annual open enrollment requirements

Takes effect 60 days after enactment
