Creates new offense of "indiscriminate arrest" under Title 18 (Crimes and Offenses), classified as a first-degree misdemeanor

Prohibits law enforcement officers from knowingly or recklessly arresting or detaining a person indiscriminately in a manner that substantially interferes with their liberty

Defines "indiscriminate" as using race, nationality, or immigration status as a basis for warrantless arrest or detention without probable cause of an immigration violation, including arrests made to meet quotas

Applies to both federal law enforcement officials and state peace officers

Takes effect 60 days after enactment
