Amends Pennsylvania's Human Services Code to prohibit Medicaid from placing FDA-approved non-opioid pain medications at a disadvantage compared to opioid drugs on the statewide preferred drug list

Prohibits Medicaid from designating non-opioid pain drugs as "nonpreferred" if any opioid is listed as "preferred," and bars more restrictive prior authorization or step therapy requirements for non-opioids than opioids

Requires commercial insurers to provide equal or better coverage, cost-sharing, and formulary tier placement for non-opioid pain medications compared to opioid alternatives

Applies to all FDA-approved non-opioid pain drugs immediately upon approval, including those used under Medicaid managed care contracts

Takes effect 60 days after enactment
