Expands the definition of "public body" under the Pennsylvania Prevailing Wage Act to include public utilities, requiring prevailing wages be paid on covered projects

Defines "public utility" by reference to 66 Pa.C.S. § 102, but explicitly excludes electric distribution companies from the new requirements

Limits prevailing wage coverage for public utilities to only underground infrastructure work, not all construction projects

Defines "underground infrastructure work" as construction, reconstruction, demolition, alteration, or repair related to underground systems of distribution, conveyance, transmission, collection, treatment, or storage owned by a public utility

Takes effect 60 days after enactment
