Amends Pennsylvania's Unfair Trade Practices and Consumer Protection Law to classify "dynamic pricing" as an unfair or deceptive trade practice

Defines dynamic pricing as varying prices of essential goods or services within a 24-hour period based on demand or other factors, including through the use of artificial intelligence or AI models that retrain based on received information

Applies specifically to "essential goods or services," defined as items exempt from Pennsylvania sales tax under the Tax Reform Code of 1971 (such as food, clothing, and certain necessities)

Exempts "bona fide pricing" from the prohibition, meaning genuine pricing offered regularly to the public without inflated former prices used to create deceptive discounts

Takes effect 60 days after enactment
