Expands the definition of "virtual manufacturer" under the Wholesale Prescription Drug Distributors License Act to include companies that have submitted FDA applications for drug or device approval, or intend to submit applications within 12 months, rather than only those with existing FDA approval

Requires license applicants manufacturing non-FDA-approved prescription drugs to provide a statement confirming they have submitted or will submit an FDA application within 12 months

Prohibits the Pennsylvania Department of Health from requiring FDA approval of a prescription drug or medical device as a condition for obtaining a wholesale distributor license

Virtual manufacturers qualifying under this expanded definition must not take physical possession of any drug or device within Pennsylvania

Takes effect 60 days after enactment
