Amends the Sexual Assault Testing and Evidence Collection Act of 2006 to simplify the definition of "awaiting testing" for sexual assault evidence

Removes four restrictive criteria that previously required evidence to be: in possession of local law enforcement, related to an open criminal case without final disposition, and deemed appropriate for testing by law enforcement

New definition classifies sexual assault evidence as "awaiting testing" if it has been collected and has not yet received DNA or other appropriate forensic analyses

Expands which sexual assault evidence kits qualify for testing by eliminating law enforcement discretion and case status requirements

Takes effect immediately upon enactment
