Amends Pennsylvania's Workers' Compensation Act to establish reimbursement limits for compound drugs at $400 per 30-day supply, with a $20 compounding fee per prescription, calculated on a per-ingredient basis requiring valid NDC numbers.

Prohibits reimbursement for compound drugs that are essentially duplicates of commercially available drug products, as determined under federal outsourcing facility standards (21 U.S.C. § 353b).

Caps reimbursement for noncompound topical drugs at the lesser of 110% of AWP, the Federal Upper Limit, or $240 per 30-day supply, plus a $10 dispensing fee per prescription.

Defines "compound drug" as non-FDA-approved preparations custom-made by pharmacists or physicians for individual patients, including dermatological agents like creams, gels, ointments, and transdermal patches.

Takes effect 60 days after enactment.
