Amends Pennsylvania's Dog Law to require the Department of Agriculture to establish a "Lost and Found Dog Registry" within one year of the act's effective date

Registry accepts reports of lost dogs from Pennsylvania residents or non-residents whose dogs were lost while in the Commonwealth

Department must provide 24-hour access for reporting via telephone hotline and email through a publicly accessible website

Public access to the registry must be free of charge through the department's website

Act takes effect 60 days after enactment
