Pennsylvania Public Utility Commission must create and maintain a centralized public database of all utility rates it oversees within 120 days of the act's effective date

Database must be searchable by company, entity, type of utility, year, and docket number, and published on the commission's public website

Rate increase requests must be added to the database within 10 days of the commission receiving them

Database must contain rate information and rate increase requests for a minimum of the previous 20 years

Commission may contract with a third party to operate the database
