Exempts vehicles from emission inspection requirements for five years after manufacture, with a one-time certificate of exemption affixed to the vehicle during this period

Vehicles manufactured without a gas cap are exempt from gas cap testing requirements

Despite the five-year emission inspection exemption, vehicles in the five most recent model years must still undergo visual anti-tampering inspections for emissions control components during annual safety inspections

The emission exemption does not apply if it would cause Pennsylvania to lose federal funding, with the department required to publish notice in the Pennsylvania Bulletin if this occurs

Takes effect 60 days after enactment
