Amends the Human Services Code to require the Department of Human Services to submit annual reports to the chairpersons and minority chairpersons of the Senate and House Health and Human Services Committees

Annual reports must include data on lottery winnings of $600 or more affecting cash assistance eligibility, including number of applicants reporting winnings, denials due to winnings, and communication gaps between the department and county assistance offices

Reports must detail vehicle exemptions, average equity value of vehicles counted as resources, and information on replacement access devices including requests, issuances, fee overrides, and referrals to the Office of Inspector General

Reports must track instances of recipients attempting prohibited purchases or withdrawals, highlight changes from previous years, and include department recommendations for program improvements

Act takes effect 60 days after enactment
