Amends the Pennsylvania Election Code to add a third option for candidates and political committees to disburse residual campaign funds when terminating financial activity: donation to a nonprofit organization

Nonprofit organizations must be IRS-qualified 501(c)(3) entities organized under Pennsylvania law and cannot be affiliated with the candidate or political committee's chairman or treasurer

"Affiliated" is defined as serving as an officer, board member, paid employee, or contractor of the nonprofit; family members (spouse or child) of the candidate, chairman, or treasurer are also prohibited from affiliation

Existing options for residual funds remain: using funds for any allowable campaign expenditure or returning funds pro rata to contributors

Takes effect 60 days after enactment
