Establishes the Independent Energy Office as a nonpartisan independent agency within Pennsylvania state government to analyze energy policies, regulations, and laws related to energy generation, production, and distribution

Requires the office to develop recommendations covering all energy sources including coal, natural gas, oil, solar, wind, hydro, geothermal, biomass, nuclear, and other technologies, and to provide at least one statewide energy report each legislative session

Creates a 10-member Selection and Organization Committee composed of legislative leaders from both chambers to appoint a director by May 30, 2025, with the director serving a six-year term and removable only by concurrent resolution

Grants the office authority to access information from any Commonwealth agency or political subdivision and designates it as a legislative agency subject to the Right-to-Know Law

Allocates $1,250,000 annually from the Alternative Fuels Incentive Fund beginning July 1, 2025 to fund the office's operations
