Eliminates the separate "certificate of authorization" requirement for physical therapists to practice without a physician referral, allowing all licensed physical therapists who meet specified standards to treat patients directly

Extends the treatment period without a referral from 30 days to 60 days from the date of first treatment, after which a referral from a physician, physician assistant, nurse practitioner, dentist, or podiatrist is required

Removes the prior requirement of two years continuous practice experience before practicing without a referral

Requires physical therapists practicing in Pennsylvania to maintain professional liability insurance of at least $1,000,000 per occurrence, with automatic license suspension for failure to maintain coverage

Takes effect 60 days after enactment
