Expands licensure exemptions to allow employees, contractors, and agents of electric cooperative corporations to practice engineering or land surveying without individual licenses, provided the cooperative or its Pennsylvania association employs at least one professional engineer or land surveyor

Creates new exemptions for employees, contractors, and agents of cable service providers, VoIP providers, broadband internet providers, and telecommunications companies to perform engineering, land surveying, or geology work related to their facilities

Adds "contractor or agent" to existing exemptions for public utility companies, expanding who can perform unlicensed engineering and land surveying work for utilities regulated by the Pennsylvania Public Utility Commission

Limits the telecommunications exemption to work not connected with or incidental to engineering, land surveying, or geology services rendered by the provider

Takes effect 60 days after enactment
