Prohibits using grant funds to pay bonuses, with violations triggering immediate full repayment; requires grantees to exhaust other funding sources before using Commonwealth funds unless waived in writing

Requires grantees to report at least semiannually on expenditures, performance, and progress; unused grant funds must be returned with interest within 30 days of final closeout audit

Mandates competitive application process for grants exceeding $10,000 involving construction, production, machinery, equipment, or services; exempts municipalities, school districts, community colleges, and state higher education institutions from competitive grant requirements

Imposes 10% penalty on top of full grant repayment if grantee misrepresents efforts to obtain alternative funding; allows Commonwealth agencies to offset grantee's state tax liabilities against grant payments
