Establishes a Regulatory Sandbox Program allowing businesses to temporarily demonstrate innovative products, services, or production methods for up to 24 months (with possible 12-month extension) while specific state laws and regulations are waived or suspended

Creates a Regulatory Relief Office in the Governor's Office, led by a gubernatorially-appointed director, to administer the program, review applications, and serve as liaison between businesses and state regulatory agencies

Sets up an 8-member advisory committee with appointments from the director (2), Senate President pro tempore (3), and House Speaker (3) that can override agency rejections of applications by two-thirds vote

Requires $50 application fee and $450 participation fee, with applicable agencies having 30-35 days to review applications and provide recommendations; failure to respond constitutes approval

Mandates consumer protection disclosures by participants, quarterly reporting requirements, and annual reports to the General Assembly on program outcomes and recommendations for permanent regulatory modifications
