Amends the State Lottery Law to remove the specific minimum percentage requirements for lottery revenue dedicated to property tax relief and free/reduced fare transit service for the elderly

Eliminates the tiered funding schedule that previously required 27% (before July 2014), 25% (FY 2014-2019), 20% (FY 2019-2029), and 25% (after June 2029) of lottery ticket sales revenue for these senior programs

Retains the general provision that lottery revenues shall be apportioned for property tax relief and reduced fare transit for the elderly, but without mandated minimum percentages

Takes effect 60 days after enactment
