Requires health insurers and pharmacy benefits managers to count third-party payments (such as copay assistance from manufacturers or charities) toward an insured's deductible, copayment, coinsurance, and other out-of-pocket cost-sharing requirements

Applies to individual and group health insurance policies, HMOs, and hospital/professional health services plan corporations issued or renewed after the effective date

Excludes accident-only, dental, vision, Medicare supplement, long-term care, disability income, workers' compensation, and automobile medical payment insurance from the requirements

Amends The Insurance Company Law of 1921 by adding Section 631.2 on cost-sharing calculation

Takes effect 60 days after enactment
