Provides aid for adult learners age 24 and older pursuing reeducation programs or industry-recognized credentials, with priority given to programs articulated with college credit

Limits scholarship duration to four academic years maximum, requires full-time enrollment for State System/state-related institutions, and allows part-time enrollment at community colleges

Establishes the Pennsylvania Promise Program Fund in the State Treasury, administered by PHEAA with up to 5% for administrative costs, and requires annual reporting on student demographics, scholarship amounts, and program effectiveness
