Amends Pennsylvania's Protection From Abuse law to require courts to order that sheriffs or appropriate law enforcement agencies serve protection order petitions and orders, replacing the previous discretionary system

Redistributes the $100 surcharge assessed against defendants when protection orders are granted: $25 to Pennsylvania State Police for the statewide registry, $25 to the entity that performed service, $25 retained by the county for court use, and $25 to the Department of Human Services for domestic violence victims

Reduces the county's retained portion from $50 to $25 by eliminating the separate $25 sheriff allocation that was previously included in the county share

Updates statutory reference from "Department of Public Welfare" to "Department of Human Services"

Takes effect 60 days after enactment
