Students in Pennsylvania public schools, nonpublic schools, and private schools must file a FAFSA or submit an opt-out form prior to completing high school, beginning with the 2025-2026 school year.

Parents, legal guardians, or students 18 and older may opt out by completing a Department of Education form acknowledging they understand FAFSA's purpose but choose not to file.

Schools may exempt students from the requirement if no FAFSA or opt-out form is submitted, provided they make a reasonable effort to contact the parent or guardian first.

The Pennsylvania Higher Education Assistance Agency will provide schools with FAFSA completion status for their students, if the agency has access to that information.

Personal financial information inadvertently obtained by schools through this process is protected from public records requests under the Right-to-Know Law.
