Prohibits Pennsylvania municipalities from adopting policies that restrict or ban utility service connections based on energy source type, effectively preventing local "natural gas bans" or requirements for all-electric buildings

Bars municipalities from discriminating against utility service providers based on the nature or source of energy they provide (electric, natural gas, propane, hydrogen, fuel oil, or renewables)

Preserves municipal authority to manage publicly owned utilities, reduce greenhouse gas emissions from their own facilities, purchase renewable energy, and exercise land use authority under the Pennsylvania Municipalities Planning Code

Applies to counties, cities, boroughs, townships, home rule municipalities, municipal authorities, and intergovernmental cooperation entities

Takes effect 60 days after enactment
