Amends the Pennsylvania Human Relations Act to expand the definition of "employee" to include individuals subject to an employer's control over hiring, firing, training, scheduling, and directing work methods

Removes existing exclusions that exempted agricultural workers and domestic service workers from anti-discrimination protections under the Act

Retains limited exclusions only for casual workers in private homes and individuals employed by their parent, spouse, or child

Adds a new definition of "independent contractor" to include any non-employee who performs services for remuneration under a written, oral, express, or implied contract

Takes effect 60 days after enactment
