Requires DCED to publish fee adjustment notices in the Pennsylvania Bulletin annually, indicating either the new increased amount or confirmation the fee remains unchanged

Allows counties that skip fee increases in certain years to later "catch up" to the most recently published inflation-adjusted amount

All collected fees must be deposited into county demolition funds and used exclusively for demolishing blighted properties; takes effect 60 days after enactment
