Prohibits operating clinics or establishments that knowingly provide space for people to inject, ingest, inhale, or otherwise introduce controlled substances into their bodies (targets supervised injection sites)

Violations constitute a felony punishable by up to 20 years imprisonment and fines up to $500,000 for individuals or $2,000,000 for organizations

Civil penalties of up to $250,000 may also be imposed, with the Attorney General authorized to institute recovery proceedings

Both county district attorneys and the Attorney General have authority to investigate and prosecute violations; defendants cannot challenge the Attorney General's prosecutorial authority

Exempts medical marijuana use under the Medical Marijuana Act and practitioners prescribing or administering controlled substances in otherwise permitted manners; takes effect in 60 days
