Establishes the Pennsylvania Green Alert System to notify the public when a veteran or active-duty military member goes missing due to physical or mental health conditions related to their service

Defines "veteran at risk" as those suffering from or with history of traumatic brain injury, neurocognitive disorders, PTSD, suicide attempts/impulses, or substance use disorder connected to military service

Requires Pennsylvania State Police to operate the system in consultation with the Department of Military and Veterans Affairs, with activation requested by local law enforcement

Activation criteria include: the missing person is a veteran at risk, went missing due to health condition, poses a threat to themselves or others, and sufficient identifying information exists to disseminate

Extends existing Good Samaritan civil liability immunity to persons who assist individuals subject to a Green Alert notice
