Requires the Secretary of Education to waive the existing regulation (22 Pa. Code § 339.22) mandating that career and technical education programs must conclude in twelfth grade

Waiver authority expires after three years or upon promulgation of final regulations, whichever occurs first

Students enrolled in CTE programs before the expiration date are protected and may continue their programs

Programs may still choose to conclude in twelfth grade; the waiver removes the requirement but does not prohibit it

Takes effect immediately upon enactment
