Terminates all current board members of the Neighborhood Improvement Zone contracting authority 30 days after the act takes effect, with all seats declared vacant

Establishes a new 9-member board with appointments distributed among the city mayor (3 members), state representatives from the 22nd, 132nd, and 134th districts (1 each), and state senators from the 14th and 16th districts (2, plus 1 joint appointment)

Sets staggered initial terms of 3-5 years, with subsequent terms of 5 years; prohibits current General Assembly members or Commonwealth employees from serving on the board

Expands the contracting authority's access to confidential tax information, including taxpayer identification numbers of qualified businesses in the zone, for certification and audit purposes

Preserves all existing contracts, obligations, and collective bargaining agreements entered into by the prior contracting authority
