Prohibits downloading, installing, or accessing TikTok and any successor applications developed by ByteDance Limited on Pennsylvania state-owned electronic devices and state wireless networks

Requires removal of unauthorized applications from state-owned devices within three months of the effective date

Exempts individuals engaged in law enforcement activities, security interests, security research, or risk mitigation actions from the device prohibition

Defines "state-owned" as any device acquired using state money

Takes effect 60 days after enactment
