Requires animal testing facilities receiving Commonwealth funds to assess dogs and cats after research completion and offer suitable animals for adoption through releasing agencies or facility adoption programs, with a minimum 30-day waiting period before euthanasia

Bans dealers and kennels from selling dogs or cats bred by persons who received USDA citations for direct/critical violations or three or more indirect violations within two years prior to procurement

Prohibits product testing facilities from using traditional animal test methods when federal or state agencies have approved alternative non-animal testing methods or granted waivers from animal testing requirements

Mandates annual reporting by institutions of higher education receiving Commonwealth funds on animal research expenditures, species used, adoption numbers, and efforts to reduce animal use, with Treasury Department compiling and publishing statewide reports by December 1 each year
