Prohibits sale of non-compliant new products starting July 1, 2027, with installation restrictions for compensation beginning one year after the sales prohibition takes effect.

Requires the Environmental Quality Board to promulgate regulations within one year establishing standards based on EPA Energy Star specifications, WaterSense certifications, and specific flow rate limits (e.g., showerheads capped at 1.8 gallons per minute, toilets at 1.28 gallons per flush).

Mandates manufacturer testing and certification of products to the Department of Environmental Protection or approved third-party databases, with compliance labeling required on products or packaging at point of sale.

Imposes civil penalties of up to $100 per offense for violations after an initial warning, increasing to $500 for repeat violations, with each day of continued violation constituting a separate offense.
