Creates a "fostering independence waiver" covering tuition and mandatory fees at Pennsylvania State System of Higher Education institutions for eligible foster and adopted youth, beginning fall 2025

Eligibility requires being eligible for a federal Chafee Education and Training Grant, having experienced foster care at age 16 or older (or exiting to adoption/permanent legal custodianship after age 16), and applying for federal and state grants

Waiver amount equals tuition and mandatory fees minus any federal grants, state grants, and other scholarships received

Waiver available for up to 5 years (non-consecutive allowed) or until the student reaches age 26, whichever comes first

Institutions must annually report the number of students receiving waivers to the State System, which then reports to the Governor, Department of Education, and Appropriations Committee leadership in both chambers
