Agencies must educate businesses on new regulations before implementation, establish clear communication channels, and work to resolve noncompliance issues before imposing penalties

Annual reports due January 31 must detail each agency's compliance progress and the number and types of regulated entities served; the act takes effect 60 days after enactment
