Amends The Apprenticeship and Training Act to establish maximum apprentice-to-supervisor ratios based on occupational hazard levels: 1 apprentice per 3 supervisors for high-hazard jobs (9+ fatalities per 100,000 workers), 1 per 2 for medium-hazard (2-9 fatalities), and 1 per 1 for low-hazard (2 or fewer fatalities)

Requires the Department of Labor and Industry to annually review Bureau of Labor Statistics fatality data by January 31, publish updated hazard classifications by March 1, and notify affected program sponsors by April 30, with changes taking effect July 1

Provides special ratios for small employers with fewer than 50 full-time equivalent employees: no more than 1 supervisor required for each of the first 3 apprentices, and 3 supervisors for every 2 additional apprentices thereafter

Mandates consistent apprentice-to-journeyman ratios between joint (union) and nonjoint programs, allowing nonjoint programs to match less restrictive ratios established by collective bargaining agreements for the same occupation

Abrogates existing regulation 34 Pa. Code § 83.5(b)(7) and takes effect 60 days after enactment
