Requires a research entity to conduct a study on drug abuse prevalence among parents in resource families (foster families) and prospective resource families to ensure children are placed in drug-free home environments

Establishes a 7-member Selection and Advisory Council—with 5 members appointed by the Governor and legislative leaders, plus the Secretary of Human Services and Secretary of Education—to oversee the study, select the research organization, and report to the General Assembly

Study must partner with 3 county agencies representing urban and rural areas across Pennsylvania, along with public/private agencies providing foster care placements

Research must evaluate whether mandatory drug screening should be required, assess mobile technology investments for caseworkers to document observations, and identify cost-effective treatment options for parents abusing drugs

Final report with findings and recommendations due within 24 months of funding, with quarterly progress reports to the Governor and relevant legislative committees
