Amends the 1974 Governor and Lieutenant Governor Disability Procedure Law to update terminology from "unable to discharge" to "disabled and incapable of discharging" powers and duties

Requires the Governor to notify both the General Assembly and Lieutenant Governor (rather than just the General Assembly) when declaring inability to serve

Modernizes communication methods for disability declarations, allowing transmission via hand delivery, email, or facsimile to legislative leaders including the President pro tempore, Speaker, and Majority/Minority Leaders of both chambers

Updates gender-neutral language throughout the statute, replacing "his office" with "Office of Governor" or "Office of Lieutenant Governor"

Takes effect 60 days after enactment
