Establishes a nonpartisan Office of Government Efficiency within the Independent Regulatory Review Commission to systematically review existing Pennsylvania statutes and regulations for those that are unreasonable, duplicative, burdensome, or detrimental to economic well-being

Requires agencies promulgating a new regulation to identify at least two existing regulations for repeal at the same time

Creates a three-member Selection Committee (one appointee each from the Governor, Senate President pro tempore, and House Speaker) to select a director within 30 days, with appointments based on qualifications rather than political affiliation

Mandates the office create a public website to receive suggestions from citizens, businesses, and agencies for regulatory changes and reports of wasteful government practices, with annual reports to the General Assembly and Governor due by June 30

Office automatically abolishes five years after the act takes effect
