Pennsylvania Department of Transportation may negotiate interstate agreements with FAA-recognized agencies or educational partners for research, testing, deployment, training, and education of unmanned aircraft systems (drones)

Governor approval required for each agreement to take effect; department must then approve at least one administering entity located near a Pennsylvania airport or an educational partner offering aviation courses

Operations initially limited to fourth-class counties with populations of 133,000-134,000, sixth-class counties with populations of 74,000-75,000, and other counties approved by the department

Department granted authority to issue temporary regulations exempt from standard regulatory review processes, expiring three years after publication or upon final-form regulations

Act takes effect 60 days after enactment; effective interstate agreements must be published in the Pennsylvania Bulletin
