Limits acting department head designations to 90 days unless the Governor nominates the individual for the permanent position, in which case the designation continues until Senate action on the nomination

Prohibits any individual from being designated as acting deputy department head more than once by the same Governor

Caps designated deputy compensation at the level of non-designated deputies and prohibits salary increases during or resulting from the designation period

Requires designated deputies and department head nominees to appear before Senate or House Appropriations Committees upon request to testify on department budgets and appropriations

Takes effect 60 days after enactment and amends The Administrative Code of 1929
