Establishes an independent Cannabis Control Board with 7 voting members (3 appointed by the Governor, 4 by legislative leaders) plus 4 non-voting ex officio members (Secretary of Agriculture, Secretary of Health, Attorney General, State Police Commissioner) to regulate cannabis organizations in Pennsylvania

Transfers oversight of the medical marijuana program from the Department of Health to the new board within 180 days, with the board assuming sole regulatory authority over cannabis cultivation, processing, distribution, and dispensing

Creates a Cannabis Regulation Fund with revenue allocated as follows: 55% to board operations and patient assistance programs, 10% to Department of Drug and Alcohol Programs, 10% to local police for enforcement, and remainder to the General Fund

Establishes new permit types including warehousing and distribution permits ($2,500 application fee, $5,000 annual renewal) and third-party transporter permits ($7,500 initial fee, $3,000 annual renewal) for cannabis delivery to medical patients age 21+

Imposes strict ethics requirements on board members and employees, including 2-year post-employment restrictions, financial disclosure obligations, prohibition on cannabis industry financial interests, and civil penalties up to $10,000 per day for unpermitted cannabis activities
