Establishes a framework for community energy facilities in Pennsylvania, allowing customers to subscribe to shared solar photovoltaic (up to 5,000-20,000 kW) or renewable natural gas generation facilities and receive bill credits for electricity produced by their subscription share

Requires subscribers to receive guaranteed savings, with subscription costs lower than bill credit value; prohibits up-front fees, credit checks, and termination/cancellation fees; mandates standardized disclosure forms in English and Spanish for residential customers

Caps single subscriber participation at 50% of facility capacity and requires at least 50% of capacity to be subscribed by small users (25 kW or less) or agricultural operations, with exceptions for master-metered buildings and farms with 3+ subscribers

Mandates Pennsylvania Prevailing Wage Act compliance for all construction work on community energy facilities; violations result in fines of 10% of bill credit value multiplied by estimated 25-year facility production

Requires the PA Public Utility Commission to establish bill credit rates within 180 days, promulgate permanent regulations within 365 days, and develop mechanisms to increase low-income customer participation using Federal funds; act takes effect in 60 days
