Establishes the Compassionate Name Change Assistance Grant Program within the Department of Community and Economic Development to fund nonprofits and local governments that help individuals facing gender or sexual stereotype-based biases navigate Pennsylvania's legal name change process

Transfers $2,000,000 from the General Fund to create the Compassionate Name Change Assistance Grant Fund, with no more than 1% available for administrative costs

Grants range from $5,000 minimum to $100,000 maximum per fiscal year, with applicants in first or second class cities capped at $75,000 unless implementing a new program

Requires grant recipients to involve at least one Pennsylvania resident who identifies as transgender or nonbinary with specialized experience assisting individuals with name change processes

Department must begin accepting applications within 180 days of enactment, approve or deny within 30 days of receipt, and evaluate program efficacy every three years
