Amends the Pennsylvania Liquor Code to allow licensees purchasing liquor at wholesale prices to pay within 30 days of the sale date, in addition to existing cash, check, or credit card payment options

Extends the 30-day payment option to retail licensees and permit holders receiving deliveries from licensed transporters, rather than requiring payment at time of delivery

Payment flexibility is subject to regulations established by the Pennsylvania Liquor Control Board

Takes effect 60 days after enactment
