Expands the definition of "law enforcement officer" for body camera and recording purposes to include Pennsylvania State Police, municipal police, Attorney General agents, sheriffs, waterways conservation officers, game officers, DCNR officers with arrest powers, parole agents, and Department of Corrections Bureau of Investigations personnel.

Removes communications made in the presence of these clearly identifiable, on-duty officers using approved recording devices from wiretapping protections, allowing lawful recording without consent.

Requires the Department of Corrections to provide written notice to parolees upon release that communications in the presence of a parole agent may be intercepted using approved electronic devices.

Repeals section 5729 of Title 18 regarding public access to recordings made by parole agents, and removes separate statutory exceptions for waterways and game enforcement officers that are now consolidated in the expanded definition.

Transfers $213,200 from the State Gaming Fund to the Public Protection Law Enforcement Restricted Account for the Office of Attorney General and $719,550 to the State Parks User Fees Restricted Receipts Account for DCNR to implement the act, effective 60 days after enactment.
